Landingdesk

Settling-in desk that employers pay to handle a transferred family's local admin

Employers Enterprises

TL;DR Landingdesk works for companies that move staff between Indian cities. For a fixed fee per move, a local coordinator sorts the family's practical admin in the new city - vehicle papers, school seats, a rental, gas and power connections, address updates. The employer pays because a distracted new joiner costs more.

The problem

A transfer to another state lands a family in a pile of local paperwork. The Centre's Bharat series number plate exists precisely because people moving states otherwise had to re-register their vehicles. In December 2022 the rules were changed so existing plates can convert on payment of tax, and applications can be made where people live or work[1]. But it is still open only to government staff and to private firms with offices in four or more states or union territories[2], and it fixes one item out of many.

Moving also strains people. In LASI, inter-state migrants over 45 showed higher odds of depression than people who had never moved[3]. That's older-adult data, sure. Still, it shows the cost of an unsettled move is more than a few lost hours.

The idea

HR books a move as soon as a transfer is confirmed. A coordinator in the destination city calls the family, builds a checklist from a standard template (vehicle, schools, rental, utilities, bank branch, address updates, domestic help), then works through it. They shortlist schools with open seats and book visits, line up rental viewings with vetted brokers, file the BH conversion or state re-registration, and arrange gas and broadband transfers. The family gets one contact and a shared tracker. HR gets a report showing which moves closed in 30 days.

The seed pitched an AI-powered personal concierge sold to individuals, and I've reframed it. A family moves cities maybe two or three times in a career, so consumer acquisition never pays for itself, but a company with offices across states moves people every quarter. Software here is only a tracker. The real work is local knowledge.

What it does, in regulatory terms: administrative help only. Landingdesk does not act as an estate agent or collect deposits.

Who pays

The employee's family uses it but the employer pays, from its relocation budget. One large relocation firm already sells home search, school search and settling-in services to corporates[4], which shows the budget line exists at larger firms. My assumption is ₹15,000–35,000 per move, depending on city and family size, which is small next to a mid-level salary and the weeks a new joiner can lose.

Why now

The 2022 BH series changes made conversion and application rules clearer[1], and the scheme's own eligibility test (offices in four or more states) shows that multi-state private employers are now a recognised group[2]. Remote onboarding has also made HR teams more willing to buy outsourced, per-employee services.

Market signal

There's no public figure for domestic corporate transfers in India. The nearest signals - the Centre built a registration scheme around transferable employees[2], and full-service relocation firms list settling-in as a corporate product[4]. For adjacent context, 56.3% of Indian adults over 45 are migrants by LASI's definition[3]. That isn't your market, but it shows how common moving is.

Who's already doing this

One large relocation firm offers corporate destination services, including home search, school search and settling-in[4], though its site does not say whether these cover moves within India. Packers and movers handle goods but not paperwork. Generalist concierge apps tried to answer any request[5]. The gap is a fixed-price, India-only settling-in service priced for mid-level staff rather than expatriates.

How hard is it?

Difficulty Moderate (33/100)
Starting capital ₹35–70 L
Time to launch 4–6 months

The hardest part is covering many cities with coordinators who know local schools, RTOs and brokers, without paying full-time staff in cities with only a few moves a month. Enterprise sales cycles are slow too, and procurement teams will want security reviews (lots of them).

Licences and approvals

Settling-in help needs no sector licence, as long as you stay out of brokerage.

  • Company or LLP registration with the MCA and GST once over the threshold, before you sign an employer.
  • Bharat series eligibility to check per employer before you promise it. Only government staff and firms with offices in four or more states qualify[1][2].
  • State re-registration through the destination transport department for employees who don't qualify, filed after the move.
  • DPDP Act compliance before launch. Sign a processor contract with each employer and delete family records after the move[6].
  • RERA-registered agents for rentals where the state requires it. Don't take deposits or brokerage yourself.

Building this outside India? The categories above usually have a local equivalent, so check with your own regulator.

How AI can power this business

  • Checklist building. Turn the HR brief and a short family call into a city-specific task list on day one.
  • School shortlists. Match children's ages, boards and commute limits against schools your coordinators have logged.
  • Tracker updates. Draft weekly status notes for the family and HR from the shared tracker, so coordinators spend time on calls.
  • City demand planning. Forecast moves per city from employer pipelines, so you know where to hire a full coordinator and where to use freelancers.

Don't let AI give advice on vehicle tax, rental contracts or school admission rules. They change by state, so a coordinator confirms them locally.

Biggest risks

Here's what can go south -

  • Thin volume per city. A few moves a month cannot support a local coordinator.
  • Incumbent bundling. Large relocation firms may add a cheap domestic tier.
  • Uneven service. RTO and school-admission rules differ by state, so quality may slip outside home cities.

Our take

I'd pick this for a founder with HR, facilities or relocation-industry contacts who can sell to companies. If you're hoping to build a consumer app then skip it. Prove one thing first - that two employers with 2,000-plus staff across four states will pay ₹20,000 per move for a three-month pilot.

Questions founders ask

Plan for roughly ₹35–70 L, most of it going on coordinators in several cities and a slow enterprise sales cycle.

Do I need a licence to start a relocation concierge in India?

No sector licence. You need company registration, GST once over the threshold and DPDP compliance, and you should leave rentals to RERA-registered agents.

Is a corporate relocation service profitable in India?

It can be if each city has enough moves to keep a coordinator busy. Prove that two multi-state employers will pay per move before you hire.

Thinking about building Landingdesk or something close to it? The make-or-break work is staffing many cities without paying for idle coordinators, and that's exactly the kind of puzzle I help founders with. If you need a hand, you know where to find me. Talk to Yash →
