TL;DR Cambodia has nearly 18 million people and a young, mostly rural economy that has grown on factory exports. Manufactured goods are most of what it sells abroad, and about a third of jobs are still in farming. The ideas that fit serve export factories and their workers, rice and fish farmers, small hotels, and people opening their first accounts.
The market in numbers
- Population: about 17.8 million in 2025[1].
- GDP per capita: about US$2,870 in 2025[2].
- Internet and mobile: about 68% of people used the internet in 2024[3], with about 116 mobile subscriptions per 100 people[4].
- Exports: manufactured goods were about 78% of merchandise exports in 2024[5], and manufacturing was about 29% of GDP in 2025[6].
- Work: about 33% of jobs were in farming in 2025[7], and about 41% of people lived in towns and cities[8].
- Currency: the riel (KHR).
What founders here actually have to work with
Factories are the backbone here. Manufacturing is a big slice of the economy[6] and most exports come off factory floors[5], so the export houses, their buyers and their workers are a ready set of customers. Buyers in Europe and the US keep adding checks on where things came from, and somebody has to do that work.
Most people are online by phone[3], which makes simple mobile services easy to test in Phnom Penh before you take them to the provinces. But a good chunk of the country still farms[7], so rural reach still means agents, markets and word of mouth.
Is the domestic market big enough on its own? For some ideas, yes. I'd still build with Thailand and Vietnam next door in mind, because a service that works for one factory zone usually works across the border too [Requires validation].
Ideas that fit Cambodia
These ideas were researched for India first. The rupee costs, UPI payments and Indian licences won't apply, so take each page as a brief and redo the maths for Cambodia.
Export factories and their workers
- Upstreamly: Mapping the mills and subcontractors behind an exporter, for buyers who want proof of the full chain. Factory groups with EU customers come first.
- Offcutsort: Sorting cutting-room waste into graded, traced lots so factories can sell it. Find the recycling buyers before the factory.
- Clustertutor: Shared trainers paid for by several factories in one zone. Pick the skills buyers' audits actually check.
- Bikeglow: Sensor lights that map where workers on bikes get squeezed on the road to work. Factory owners and their buyers may fund it as worker safety.
- Rackcount: RFID stock counts as a monthly service for apparel chains. Better suited to the growing city retail scene than to factories.
Rice, fish and farm exports
- Ricelineage: Lot-level DNA checks for named rice varieties from farmer groups. Fragrant export rice is the natural fit [Requires validation].
- Ricemethane: Field checks and payout statements for rice farmers in methane-credit projects. Only once a project developer is active here.
- Loadinspect: Quality checks before produce leaves the farm, so disputes are settled early. Cross-border buyers would value it.
- Cropdoctor: Crop diagnosis for farmer groups that sells no inputs. Run it in Khmer by voice and photo.
- Organicfile: Audit-ready farm records that help grower groups get certified. Choose one certificate your buyers ask for.
- Aquabed: Plant beds on small fish farms that turn waste water into greens. Keep the parts locally repairable.
- Indexacre: Weather-triggered top-up cover for farmer groups, with public payout logs. A licensed insurer must back it.
First accounts and small loans
- Askmybank: A Khmer voice helpline that explains people's own bank and wallet accounts.
- Creditstory: Turning a woman's repayment history in savings groups into a file a lender will act on. Ask microfinance lenders what they'd accept first.
- Agentvillage: Village agents who sell small covers and handle claims, backed by a licensed insurer.
Tourism and small hotels
- Ratecove: Nightly rates and tourism paperwork handled together for small guesthouses. Siem Reap and the coast are the places to start.
- Guestward: Guest ID checks for hotels that don't want to keep paper copies. Swap Aadhaar for passports and local ID rules [Requires validation].
- Jettycharge: Shared shore charging and rented batteries for small tourist boats. Test it on one river or island route.
Rules to check before you start
Businesses register through the government's Online Business Registration System, which covers commercial and tax registration[9]. Tax is handled by the General Department of Taxation[10]. Larger investment projects go through the Council for the Development of Cambodia[11]. Banking and payments sit with the National Bank of Cambodia, and health and tourism have their own ministries [Requires validation].
This is a starting list, not legal advice. Check with a local lawyer or the agency itself.
Questions founders ask
Services sold to factories or farmer groups, such as Clustertutor or Cropdoctor above, need people and a phone more than machines. Start in one factory zone or one province.
Do foreigners need a local partner to start a company in Cambodia?
I didn't find a source I'd trust on this, so check with the Online Business Registration System[9] or the Council for the Development of Cambodia[11] and a local lawyer.
Should I build for the factories or for consumers?
Factories pay first. About 78% of goods exports were manufactured goods in 2024[5], and those buyers already budget for checks and training.
