TL;DR Seychelles is one of the smallest markets you could pick, around 123,000 people, but they're comparatively well off and the islands host roughly three visitors for every resident. The ideas that work here sell to hotels and guesthouses, look after the reefs that bring those guests, or serve the boats and service firms that keep the islands running.
The market in numbers
- Population: about 122,700 in 2025[1].
- GDP per capita: about US$19,450 in 2025[2].
- Internet use: about 88% of people were online in 2024[3], and mobile subscriptions ran at about 126 per 100 people[9].
- Visitors: 308,854 visitor arrivals in 2025 up to 20 October, 12% more than the same stretch of 2024, against a 2019 peak of 384,204[4].
- Currency: the Seychelles rupee (SCR).
- Starting a company: foreign investors first send their business concept to the Seychelles Investment Board, then incorporate through the Registration Division, with fees from about SCR 1,500[5].
What founders here actually have to work with
The blunt version - you can count your local customers. With about 123,000 residents[1] almost any consumer idea runs out of room fast, so the buyers worth chasing are hotels, resorts, dive and charter operators, and the government.
The upside is spending power. Incomes near US$19,450 a head[2] and high internet use[3] mean people pay for decent services and use them on their phones. Visitor numbers are climbing back towards the 2019 level[4], so hospitality has money and a reason to spend it.
Everything you import arrives by sea or air, which makes food, fuel and spare parts dear. Any idea that trims what a resort ships in, or keeps a boat running on less diesel, starts with a clear cost to point at. Mahé is the hub, and if your service needs people on the outer islands then budget for the travel.
Ideas that fit Seychelles
Every idea below was researched for India first. Rupee budgets and Indian licences don't apply, so read them as starting briefs.
Hotels and guesthouses
- Ratecove: Small self-catering places and guesthouses juggle booking sites and paperwork on their own. The Goa licence steps would be swapped for Seychelles tourism rules [Requires validation].
- Zonecraft: Resorts run smart locks, TVs and cameras on networks that rarely get checked. One small team on Mahé could keep several properties patched.
- Hotelgreens: Kitchens that fly or ship in salad leaves have a cost you can cut. Growing beds must handle salt air and heavy rain.
- Kitchengas: Resort food waste is steady and imported cooking gas is costly. Check waste and gas safety rules locally first [Requires validation].
- Guestward: Built around India's Aadhaar, so you'd rework it as a secure guest ID record that matches Seychelles data protection law [Requires validation].
Reefs and the ocean
- Reeftally: Dive centres already take reef photos, and scored surveys give eco-minded resorts real numbers to show guests. Pair with a marine science group.
- Coralmove: Marinas and coastal builds sometimes have to move coral. Learn which environmental approvals apply before pitching it [Requires validation].
- Lostline: Ghost nets damage reefs that the dive trade depends on. Conservation funders and resort groups are likelier buyers than fishers.
- Wakeline: Radar checks for boats running dark suit an island state with a lot of ocean to patrol. The buyer is government or a regional body, and those sales move slowly.
Boats and island services
- Jettycharge: Short tourist boat hops between islands and dive sites fit shore charging. Begin with one jetty and one willing operator.
- Hullswap: Fuel cell refits for diesel passenger boats are a long, capital-heavy play. Treat it as something to grow into, not a first venture.
- Bossproof: Corporate service providers and small finance firms move money on email instructions. Catching fake "urgent payment" requests from a boss is a service you can run from anywhere on the islands.
Rules to check before you start
Domestic companies register with the Registration Division in the Office of the Registrar General, and foreign investors start with the Seychelles Investment Board, which also applies a list of activities reserved for Seychellois[5]. Register for tax with the Seychelles Revenue Commission within 28 days of starting to trade[5][6]. The Central Bank of Seychelles oversees banking and payments[7], and the Financial Services Authority covers non-bank financial services[8]. Tourism, fishing and boat ideas each carry their own licences [Requires validation].
This is a starting list, not legal advice. Check with a local lawyer or the agency itself.
Questions founders ask
Services sold to hotels and dive operators. Ratecove, Zonecraft and Bossproof above need skills and contacts far more than equipment, and the buyers are close together on Mahé.
Do foreigners need a local partner to start a company in Seychelles?
I didn't find a blanket local partner rule. Foreign investors go through the Seychelles Investment Board first, and some activities are reserved for Seychellois[5], so check your sector with the Board before you commit.
Can a startup in Seychelles sell beyond the islands?
It usually has to. Treat the islands as a place to prove the product with resorts, then sell the same service to other Indian Ocean island hotels.

In a market this small the real question is who pays and how many of them exist, and I'm happy to work through that with you for Seychelles. If you need a hand, you know where to find me.
